Xuanxuan case: a visit is not a form; cross-city protection must not lose contact

The public disciplinary outcome returns attention to cross-jurisdictional handovers, the truthfulness of visit records, and supervisory audit.

What is established

The Ministry of Health and Welfare updated its social-worker disciplinary register on 13 October 2026, listing the discipline and enforcement order for the social worker handling the Xuanxuan case. CNA reported on 15 October that, while handling a child-protection case, the worker did not properly complete case records or required visits. The disciplinary decision found inaccurate visit content and ultimately revoked both the social-worker certificate and practising licence.

This is a public professional disciplinary action. It is not a criminal judgment and should not be used to stigmatize the social-work profession as a whole.

What must the system test?

When a family moves and services cross city boundaries, who confirms that the receiving office has accepted the case? Do visit records retain verifiable time, place and content? Can supervisors detect blank, duplicated, or residence-inconsistent records in time? Child protection must not wait until a tragedy to reconstruct the facts through inter-city contact.
