What was reported on October 12

Kaohsiung officials said one of the two surviving children had been placed in care. The injured child remained in treatment, with placement planned afterward.

What remains to be confirmed

The hospital-to-placement handoff, continuing health and mental health support, and who will review each child's safety.

The latest public update

The death of a two-year-old girl in Kaohsiung and suspected injuries to her younger brother remain under investigation. CNA reported on October 12 that the city said one child had been placed and another would be placed after treatment. PTS reported the injured brother was still in hospital at the time. These reports do not establish that both placements were complete.

Measures announced by the city

Mayor Chen Chi-mai said visits to high-risk families had increased to once a month and police would be contacted if social workers could not see a child. The city also described cooperation among prosecutors, police, medical staff and social workers. The effect of these measures requires evidence from implementation.

Questions for follow-up

  1. Who reviews injuries and family risk, and when?
  2. How are care needs handed over when a child leaves hospital?
  3. Who arranges continuing health, mental health and safety reviews?
  4. How quickly is a refusal or loss of contact escalated?

These are questions about the protection system. Public information does not establish a prior failure to report, visit or intervene in this case.

Protect children while the investigation proceeds

The cause of death, the origin of the injuries and individual criminal responsibility remain for investigators and courts to determine. The children's care and safety need continuing attention without disclosing identifying information.
